June 1 KIN Global 2012 Keynote, Chicago: Operating in Truly Challenging Environments

The Kellogg Innovation Network invited Clare Lockhart to serve as keynote speaker at this year’s Global Conference, titled “Operating in Truly Challenging Environments”. Clare addressed the issues facing government, business, donor, and other actors as they expand their operations in fragile state environments.

May 28  World Justice Project workshop “Strengthening the Rule of Law in Tunisia”, participant Ashraf Ghani, working with the World Justice Project, traveled to Tunisia to participate in a workshop to identify the key actions needed to strengthen rule of law within the country. The importance of rule of law for economic growth, political stability, and security were explored at length.

May 9 Speaker: NSP event, 3P Human Security: Partners for Peacebuilding Policy

Clare Lockhart spoke to 3P Human Security officials, a group representing civil society voices on U.S. foreign policy. She discussed the importance of national programs in creating conditions for peace and development and Afghanistan’s particular experience with the National Solidarity Program.

March 13 Kapuscinski Lecture, Bonn “Grasping Asian Economic Integration – the 21st Century Silk Road”

Ashraf Ghani gave a lecture on the legacy of Kapuscinski and the concept of Asian Economic Integration. Positing that Asia had entered a new era of economic and political interconnectedness, akin to the older Silk Road networks, he discussed the possible impact this would have on the Asian role globally.

February 8  DFID/FCO MENA presentation, UK “Managing Transitions”

Clare Lockhart presented lessons from ISE’s cases and analysis on how societies have confronted their own transitions from instability or authoritarianism to stability and democracy, to high level officials from DFID and the FCO. Discussions focused on the importance of inclusive economic and political institutions in ensuring stability and growth.

January 24-27 World Economic Forum, Davos, Chair of Fragile States Council.

Clare Lockhart was asked to serve as the Chair of the Fragile States Council for one year 2011 – 2012 and to chair discussions on fragile states at this year’s World Economic Forum. She moderated a lunch panel discussion on the economic dimensions of transitions called “Rebuilding States”, as well as roundtables with members of the banking, construction and mining sectors on engagement with emerging markets. January 19 ISE hosted a senior workshop to analyze key issues in anticipation of Afghanistan’s economic transition.

ISE hosted a senior workshop for stakeholders to identify and analyze key issues in anticipation of Afghanistan’s economic transition. Topics covered included sustainable growth, employment, volatility, and trade. Development issues were examined from the economic perspective as well as their impact on security and stability. Concrete recommendations to mitigate impact and increase broad-based economic opportunity were made. More...

November 22 PBSO Peacebuilding Commission, Annual Conference, Keynote

The UN Peacebuilding Support Office invited Clare Lockhart to give a keynote address at the Annual Conference in New York. The address focused on issues of durable solutions to conflict and lasting institutional arrangements for stability, with a focus on management of natural resources and building accountability.

November 17 Atlantic Council Black Sea Energy and Economic Forum, Istanbul, “Freedom and Stability in an Uncertain Region”, Panelist

Dr. Ghani spoke at the Atlantic Council’s Black Sea Energy and Economic forum in Turkey on the topics of freedom and stability. He discussed how politics within the region heavily influenced economic development.

October 22 World Economic Forum on the Middle East and North Africa, Dead Sea “Trust through Accountability”, Moderator

Ashraf Ghani served as Moderator of the World Economic Forum on MENA and the Dead Sea. He spoke on the importance of accountable government in building trust and confidence for citizens and the role of that trust in political and social stability.

September 24 National Peace Corps 50th Anniversary event, “How the Peace Corps touched my life”, Panelist

Dr. Ghani spoke at the National Peace Corps 50th Anniversary event on a Panel of Global Leaders. He spoke about how Peace Corps engagement in Afghanistan had been meaningful and positive in their national development.

Ashraf Ghani was invited to moderate at the World Justice Project conference. His panel covered rule of law and fair elections and explored the importance of democratic development to stability.

May 5 Brown - Watson Institute, Joukowsky Forum “Engaging Afghanistan”, lecture

Dr. Ghani spoke to the Brown-Watson Institute on the issue of education in Afghanistan. The importance of skills-based education for economic development and social equality in the country was discussed.

May 4 Atlantic Council “Decision Points in a Dangerous World – Global Security Risks”, Panelist

Ashraf Ghani was asked to speak on global security risks by the Atlantic Council. His talk focused on global interdependence and sources of instability.

April 5 Presentation of ISE’s work: USAID Middle East Group

ISE presented to USAID’s Middle East Group, exploring the core development challenges of the region’s development. The multifaceted conversation covered aspects of strengthening state, market, and civil society and the importance of these institutions for growth and stability in an Arab Spring context.

March 21 USAID talk: Moving from the Why to the How: Institution Building on the Ground
                       
USAID hosted ISE for a policy discussion on their operations, policies, and partnerships. ISE engagement explored the area of moving from the “why” to the “how” of state-building, giving contextual, practical policy advice for how institutions are built and maintained and the ways in which they serve populations in fragile and failing states.

March 11 Aspen Development Series: Workshop for Administration, Hill and think tank representatives on Reforming Development Engagement, Scott Guggenheim

ISE, as part of the Market Building Initiative with Aspen institute, engaged with a variety of high level officials on development reform. This workshop concentrated on practical policy solutions, convening decision-makers for the purposes of organizational change and operational alignment. Facilitating this workshop was Scott Guggenheim, an expert with social policy and analysis who help development agencies improve the quality of their operations and has held high level positions with both USAID and World Bank.  Participants included representatives from the Senate Committee on Foreign Relations, NDU, the House Armed Services Committee, Congressional Research Service, the Truman National Security Project, and the New Strategic Security Initiative. March 8 Skills building workshop, ISE/Aspen Institute

ISE’s inaugural meeting on Jobs, Skills and Training took place at the Aspen Institute. Dr. Homayun Qayoumi presented innovative methods he developed for aligning education training policy with the needs of the public and private sectors. The roundtable, held at the Aspen Institute, brought together relevant actors from the public, private, and social sector, as well as military, academia, and think tank representatives. Participants included Wayne Porter of the US Navy, Linda Bishai of USIP, Michael Sanio of the American Society of Civil Engineers, Ross Wiener of the Aspen Institute, Nick Poulton of the Texas International Education Consortium, Ed Friedman of Stephens College and Mike O’Hanlon from Foreign Policy.

The conversation focused on a review of current efforts to build growth and employment in difficult contexts and the particular challenge of equipping the next generation with the right skill sets to manage their own transitions without prohibitively expensive and ineffective reliance on the external technical assistance industry. Also analyzed were successful capacity-building programs in various contexts and how those could be adapted to serve the needs of modern fragile states. More...

March 2 ISE Partners’ Consortium, NY

ISE’s annual Partners’ Consortium took place in New York with a variety of leaders from government, the private sector, foundations and civil society. Representatives from South Sudan, Singapore, the US, Indonesia, Guinea Bissau as well as the World Bank and several bilateral agencies discussed emerging global challenges as well as best practice approaches. ISE’s advisory board of foundations and governments provided input on ISE’s focus and priorities and were integrated into ISE work programs. More...

Case of Afghanistan”, Keynote “Improving Governance in Afghanistan”


Ashraf Ghani was asked by Stanford University to give a keynote conference on accountability in state-building. The role of accountability in the governance conditions within Afghanistan was explored.

February 23 European Union Institute for Security Studies conference panel “International Support for Socioeconomic Sustainability”, DC

The EU Institute for Security Studies invited Clare Lockhart to speak on socioeconomic stability and the drivers of peace. The roles of economic development and social arrangements in bolstering security were explored.


January 20 World Bank Lunch Series “Challenges and Successes in Institution-building” (presentation) DC

Clare Lockhart gave a presentation as part of the World Bank Lunch Series on the challenges of institution building in fragile state environments. Of particular focus were examples of successful institutional formation from around the globe. The discussion focused on the Bank’s internal challenges of adapting its practices to engage in transitional contexts.

November 30 Workshop on the Evolving Global Aid Architecture, Seoul “Fragile States: Lessons. Learned and Principles of Engagement”, Panelist

Dr. Ghani traveled to Korea for a Workshop on the Evolving Global Aid Architecture. His talk focused on sharing best practices for engaging in fragile state environments.

October 4 Global Forum on Local Development speaker “The Challenge of Local Governments”,  Uganda

Clare Lockhart traveled to Uganda to speak at the Global Forum on Local Development. Her discussion focused on challenges faced at the local level and how to build both capacity and resilience, and mobilize private capital and citizen engagement.

September 27 College of Wooster lecture “Afghanistan: Owning the Present; Building the Future”

Ashraf Ghani gave a lecture at the College of Wooster on Afghan governance and development. The talk focused on the role and responsibility of the government and the importance of visioning in designing sustainable institutions.

September 8 Gov 2.0 Summit keynote speech “Making States Work Better”

Clare Lockhart delivered the Keynote Speech on state functionality for the Gov 2.0 Summit. She focused on the key functions of the state and how technology can empower states to engage more effectively with citizens.

August 26 Seminar with Finnish Ambassadors, Helsinki “Afghanistan and Beyond – Tackling Security and Development Challenges from Sahel to Central Asia”

Ashraf Ghani gave a seminar to Finnish Ambassadors in Helsinki on MENA and Central Asian stability and its importance in global security. The Finnish Ambassadors welcomed the relevant discussion and focused on the issues of foreign engagement and meaningful partnership support for security and development.

July 1 Institute of Social Sciences, Berlin “Afghanistan's stabilization: a performance dashboard of the International community” Panelist

Dr. Ghani spoke to the Institute of Social Sciences in Berlin on stabilization in Afghanistan. His assessment highlighted achievements in security, economics, and society but also highlighted key ways forward for the country and its international stakeholders in maintaining stability.

June 11 The Economist, ISE and Oxfam America roundtable discussion on Somalia, DC (ISE hosted)

ISE hosted a roundtable with The Economist and Oxfam America to discuss necessary steps in Somalia. Participants commented on a variety of topics including, the role of the diaspora, key industrial drivers of the market, political institutions, transparency and accountability, and rule of law.

May 31 World Economic Forum Global Redesign Summit, Doha “Rebuild In Depth: Regional Strategies”, Panelist

Dr. Ghani served on a panel at the World Economic Forum’s Global Redesign Summit. He focused on issues of shifting regional dynamics and the impact that this will have on global market and political arrangements.

May 26 Kauffman Foundation Conference panel “Post-Conflict Planning and Execution in the Future”, Chicago

Clare Lockhart spoke at the Kauffman Foundation Conference on post-conflict planning. She concentrated her discussion on the necessity for integrating aspects of development and citizenship into security approaches from the very beginning.

May 14-16 IISS Bahrain Global Forum, Bahrain “Economics, Finance and Conflict Resolution” Panelist

Ashraf Ghani traveled to Bahrain for the IISS Global Forum to speak on the nexus of economics and conflict. Dr. Ghani focused on structural incentives and financial tools that stabilize or undermine security situations.

April 26 Transatlantic Week, DC “Global Input”

Dr. Ghani spoke at Transatlantic Week on the topic of shared transatlantic challenges in security and economics. His focus was on the fragile state agenda.

Clare Lockhart spoke to high-level leadership at the OECD on the topic of risk management. She considered market dynamics, political risk probabilities, and approaches to assessing, managing and mitigating risk.

March 12 London School of Economics lecture, Ralph Miliband Program

Ashraf Ghani Spoke at LSE’s Miliband Lecture Program, the topic of which was “The Future of Global Capitalism”. He focused on the changes created by fragile states and Asian economic integration for global investment.


March 11 Wilton Park Conference “Winning Hearts and Minds in Afghanistan”

Dr. Ghani attended the Wilton Park Conference to give a keynote speech on the concept of winning hearts and minds for Afghan stakeholders. He highlighted the importance of local ownership and durable national institutions in achieving shared objectives in the long-term.
March 11 DfiD MDG Conference “Challenges to achieving the MDGs in the 21st Century”, Panelist

Ashraf Ghani spoke at DFID’s Conference on the policies and practices necessary for achieving the Millenium Development Goals. He discussed the relevance of the MDGs as well as the challenges to their accomplishment, but also focused on the gaps that have been created by a focused policy agenda.

February 13 - 15 US-Islamic World Forum, Doha “Plenary - Fragile States: Shared Challenges to Ensuring Regional Stability”

Dr. Ghani traveled to Qatar for the US- Islamic World Forum’s annual Plenary. He spoke on the regional dynamics of creating institutions for peace and growth.

February 11 TED Annual Conference, Presentation “Getting Nation-building Right: The Economics of Nation-building”

Clare Lockhart was asked to Speak at the TED annual conference on the topic of innovation in nation-building. Ms. Lockhart focused the discussion on the importance of including market processes in nation-building policy and practice.

Dr. Ashraf Ghani was asked to speak at the World Economic Forum’s Summit on the Global Agenda Closing Plenary Session on the topic of security. He highlighted the relevance and importance of fragile state issues in economic and political arrangements globally and encouraged their strategic inclusion in dialogues on global security interests.

November 12  World Justice Forum, Vienna “Current Global Crises and the Rule of Law” Keynote

Dr. Ghani was asked to serve as keynote speaker at the World Justice Forum. He drew on his knowledge of fragile state environments to raise the issue of how rule of law and justice are essential in creating stability, peace, and prosperity for citizens.

September 9 - 11 Global Economic Symposium, Germany, "Repairing Failed States" Panelist

Dr. Ashraf Ghani spoke at the Global Economic Symposium on the issue of post-crisis reconstruction and a new economic world order. He focused on the necessity of including failed states in economic architecture, particularly in a budget constrained environment.

July 16  WBI Consultation “Capacity Development in Fragile States”

Speaking to the World Bank Institute, a global connector of knowledge, learning and innovation for poverty reduction that connects practitioners and institutions, Clare Lockhart gave a speech on “Capacity Development in Fragile States”. Ms. Lockhart’s focus was finding suitable solutions to their development challenges in practical policy terms that avoid the failures of expensive and damaging technical assistance. She focused on examples of successes from fragile state contexts to illustrate the “how to” of capacity development.
April 27 - 29  Brussels “The Way Forward in Afghanistan”; NATO, European Commission

Dr. Ghani spoke to NATO and European Commission leadership on the way forward in Afghanistan, giving practical strategic input on the variables for stability within the country. Drawing on a deep knowledge of country needs and conditions, he highlighted the importance of constructing durable institutions for ensuring peace, prosperity, and stability.

March 19  3C Conference, Geneva “Partner Country Perspectives” Panelist

Ashraf Ghani spoke at the historic senior-level dialogue across different policy communities to leaders in foreign affairs, defense, development, humanitarian aid, finance, trade, police, and justice – at the level of national governments and international and/or regional organizations on the operational requirements of a coherent, coordinated, complementary (3C) approach for achieving better results in conflict and fragile situations. Dr. Ghani concentrated on partner country approaches for sustainable peace, stability, state-building and long-term development.

March 14-17  Aspen Society of Fellows Symposium: “Fixing Failed States: Building States and Markets”

Through the Market Building Initiative, ISE’s joint program with the Aspen institute, Clare Lockhart was asked to present and moderate a three-day symposium on the role of the state, market and society in societies in transition. Topics covered included the importance of employment for youth, taxation and public finance, and building legitimate market opportunities.

Dr. Ashraf Ghani was asked to speak at the World Economic Forum on the topic of State Power. Increasingly relevant in an interconnected world facing a variety of shocks and challenges, the roles and responsibilities of those in power with regard to their citizens are changing rapidly.

ISE hosted a workshop on strategic issues in Afghanistan covering broad based drivers of stability, including economic development, functional institutions, political arrangements, civic participation and security requirements.

Dr. Ashraf Ghani, and Clare Lockhart were joined in a lively round-table discussion with a number of leading thinkers from the media, development and diplomatic community on the work of their Market Building Initiative at the Aspen Institute.  Moderated by Walter Isaacson, the wide-ranging discussion covered state-building, market-building, the situation in Afghanistan, and the effects of the financial crisis, among other topics.  

May 14  DPKO/DFS (United Nations. Department of Peacekeeping Operations and Department of Field Support) 2008 Heads of Mission Conference, NY

Ashraf Ghani spoke to the DPKO/DFS at the UN on the topic of constructing the conditions for lasting peace in fragile conditions. Drawing on ISE research from examples of durable and sustainable peace solutions in other contexts, he discussed the key institutions and pathways for peace.

ISE’s annual Partners’ Consortium took place in New York with a variety of stakeholders in government, the private sector, and civil society attending. Participants shared and contrasted lessons from Nepal, Kosovo, South Sudan and Afghanistan. ISE shared its proposed work program, and ISE’s advisory board provided feedback and recommendations for priorities for the year ahead. More...

March 7 World Bank presentation “Decentralization or Good Governance: Reframing the Debate”

Ashraf Ghani’s presentation at the World Bank focused on the appropriate levels of government for conducting particular tasks, refreshing the ongoing debate over decentralized and centralized processes. The concept of highly customized systems focused on service delivery for citizens was presented.

World Bank and UNDP workshop “Rebuilding Post-Conflict Societies: Lessons from a Decade of Global Experience”

The New York retreat convened a group of national leaders and reformers to discuss their experiences of state-building in post-conflict situations. Their intention, and the intention of ISE, was to distill from a decade of field experiences from a wide variety of contexts some key lessons to enrich the ongoing debate on state-building. The ten function framework developed by ISE was presented to the group, and through feedback modified to twelve functions, with participants recommending the additions of transitional justice and disaster preparedness.
